Shelter Plus Care

Shelter Plus Care (SPC) is a permanent supportive housing program that provides rental subsidies for persons who are homeless and or disabled. The "shelter" aspect of the program is the long-term availability of rental assistance. The "care" component is the commitment by local service agencies to provide community-based supportive services to each participant in the program with the emphasis on establishing and maintaining safe affordable housing of there choice.
Participants in the program with income pay 30% of their adjusted monthly income directly to the landlord, and the rental subsidy (the remainder of the Fair Market Rent) is paid by our contract agency directly to the landlord. The SPC participant signs the property management lease agreement and the landlord signs a rental assistance payment agreement. For participants who enter the program with no income, the SPC program will pay 100% of their monthly rent and a monthly utility allowance. All units will be inspected following HUD Quality Standards (HQS) at move in and annually.
